5. Historical Background
The Sanskar was founded in 1998 in Cuttack, Odisha, by a group of young professionals, social workers, and educationists inspired by the values of equality, justice, and community service. The founders observed deep-rooted socio-economic challenges in rural and urban Odisha—poverty, unemployment, illiteracy, poor sanitation, and lack of access to basic services.
Initially, the organisation focused on skill development, handicraft promotion, and livelihood generation for women and unemployed youth. Over time, it evolved into a multi-sectoral development organisation, implementing programmes in urban sanitation, health, rehabilitation, education, environment, and climate resilience.
The Sanskar gained prominence through partnerships with Bhubaneswar Municipal Corporation (BMC) and Cuttack Municipal Corporation (CMC), managing large-scale sanitation, waste management, and social welfare projects. Today, it stands as a state-level civil society institution with professional staff, certified quality systems, and extensive field presence across Odisha.

The Sanskar currently operates across five districts of Odisha—Cuttack, Khurda (Bhubaneswar), Kalahandi (Bhawanipatna), Sundargarh (Rourkela), and Nabarangpur (Jharigaon).
The organisation’s interventions reach over 2 lakh direct beneficiaries annually through various livelihood, health, education, and social welfare programmes. Its projects cover both urban populations (through municipal partnerships) and rural communities (through grassroots initiatives), enabling holistic and inclusive development.
